Herik Pammon was thought to be a surviving citizen from the extinct human colony on Woe Tantalum. He appeared on the 'List of the Dead' in the Empire's central database, registered as a casualty of the disaster which befell the colony. In March 3745 ELC however, as part of a bargain for assistance, information broker Joarn Kages offered Pammon's name to Elm Caden as an example of supposedly dead colonists who were still very much alive and well and roaming the Empire freely (→LOTD).
Pammon has shown himself to be cold, calculating, and remorseless, with a sneering attitude towards human life and an unshakable faith in the goals of Voice. It is not known whether these are aspects of Pammon's original personality, or qualities with which Voice imbues him.

When encountered by Elm Caden at Forge Ruinous, Pammon confirmed that the Imperial Navy had indeed glassed the entire surface of Woe Tantalum.
He explained that the colony — originally known as Parable Light — had not been sanctioned by the Imperial Combine. When an unknown illness spread across the entire planet, and all efforts by the empire to render aid failed, it was quickly discovered that the people infected did not want to be cured.
Without anyone knowing it, this was the first large scale encounter between humanity and the entity that was becoming Voice.
With no stake in the colony world, and the very real risk of the contamination spreading to other planets and facilities, the decision was taken to wipe every living thing off the crust of Parable Light. The Imperial records were then arranged to give the dead world a frightening name, and the story was invented that a geo-toxic catastrophe still raged on the surface.
Pammon was witness to all of these tragic events, and though he is more independent than most enthralled humans it is one of the reasons why his aims still align with those of Voice.

List of the Dead
Maber Castigon, while still a fugitive, was the first person known to have encountered Pammon directly during the early hostilities of the Shaeld war.
Travelling to Serrofus Major with the intention of killing Jidian Tarrow — an experienced shard with whom Castigon once associated — he attended at a tavern in the capital city. There he was approached by Pammon, who appeared to have a similar goal to Castigon at the time. They co-operated to mutual benefit. Castigon was however considerably perturbed by Pammon's sinister personality, and after completing his work on Serrofus Major he could not get away from the man quickly enough.
Castigon was unnerved, to say the least, to later encounter an unidentified woman aboard Altakanti Station. This person claimed she had met Castigon already, and that at the time she "was" Herik Pammon. Although he was unaware of it, it is all but certain that Castigon had in fact encountered two Rasas

Pammon meanwhile had remained on Serrofus Major, where he whipped up the resentment and rebelliousness he had sown with Castigon and another man, Collis.
By the time he left the planet, Pammon had created such a degree of civil discord that thousands of CAGA ground troops were brought to the surface with a view to restoring order in the capital and surrounding towns.
Given that the Shaeld Hratha later deployed an atmospheric dispersal warhead against the planet, it would seem likely that Pammon's goal was to draw those troops to Serrofus Major purely so that they could be infected with the Rasa virus.
While still on Serrofus Major, Pammon had an encounter with a fire team of CAGA soldiers. When they discovered he was not who he claimed to be, and he was put in a no-win situation, Pammon evaded capture by eliminating all four soldiers. It is believed that the soldiers were actually killed by a small number of Shaeld Hratha who were accompanying Pammon at the time.
After leaving Serrofus Major, Pammon travelled to Fort Laeara in company with Amarist Naeb. There the pair allowed themselves to be captured, after Naeb was recognised by Occre Brant, and they were both incarcerated.
It did not take Brant long to figure out that both of them were acting on behalf of Voice, and they offered the ultimatum that the fortress would be destroyed if Doctor Danil Bel-Ures was not handed over to them. This was later revealed to be a ploy intended to force the hand of Eyes and Ears.

A Storm to the Savage
Pammon is now known to have travelled to Palanda Ire at some point after leaving Fort Laeara, again in company with Amarist Naeb. There they oversaw the final occupation of the capital city, Arroch, and presided over a massacre of the last remaining free citizens.
Pammon then left to travel to Forge Ruinous, an Imperial stronghold on Lopama.

Pammon was responsible for supervising a project at Forge Ruinous, on behalf of Voice, which allowed the mass production of Rasa viral strains which had been tailored to a variety of different intelligent species.
After returning to the installation for the last time he was found by Elm Caden and — while divulging important historical and strategic information — was shot and killed by Tanker private Qillen Bel-Jenta.
