In 3745 ELC Hong was one of two admirals summoned to Fort Sol by Fleet Admiral Tabius Bel-Messari, to take part in the triumvirate disciplinary process dealing with Groath Betombe.
Hong was not in favour of that process to begin with, shared Betombe's general dislike of Bel-Messari, and was quite rightly far more interested in the catastrophic implications of Betombe's strategic reading of the war reports visible to him during the meeting.
Hong was in full agreement when Admiral Brea Kalabi undermined the disciplinary process.

From Shattered Stars
In a conversation with Elm Caden, Hong was one of the admirals named by Joarn Kages as actively trying to convince the rest of the admiralty of the Voice problem. Kages anticipated that Hong would lead a task force to Palanda Ire, the location of an occupying Shaeld Hrathan force with a clearly specific agenda, and he therefore made an informal suggestion that the admiral take Caden with him.
Kages' prediction was correct, and Admiral Hong was the officer later given command of Operation Sabre. This campaign aimed to liberate the occupied coastal city of Arroch on the surface of Palanda Ire.
Hong mustered his attack force in the Beta Tricomis star system, where the mission specifics were briefed out to other commands, and then led his counter-incursion successfully against Shaeld Hrathan dreadships and their escorts in orbit of the planet. Admiral Hong used a strategy specially developed between him and his advisors to ensure that the Shaeld vessels could not respond without causing themselves significant tactical problems.
Because of his success at Palanda Ire, and his public support for Caden's views on the threat of Voice, Admiral Hong was given operational command of the attempt to keep Damastion's planetary defences operational. This effort was later found to be futile, and his forces are currently attempting to leave the system.
