During the Great War of the Shaeld, it was implied to Elm Caden by Empress Ecoria that Odrigan might be over-reporting the labour output of their ship yards, and that this might need to be addressed should other ship yards of the Imperial Combine be destroyed or captured by the Shaeld Hratha.
